Graduate School of Disaster Resilience and Governance
Based on disaster mitigation and recovery studies, which aim for the sustainable development of a safe and secure society by integrating disaster mitigation and recovery from the perspective of "disaster mitigation synthesis," and based on the Great Hanshin-Awaji Earthquake and the knowledge acquired from it, this department provides educational programs for people to take initiatives such as research on disaster mitigation and recovery, planning and implementing policies and promoting disaster education in the community and schools.
Key Research Areas
Nankai Trough Earthquake
The probability of a major earthquake with an epicenter in the Nankai Trough within the next 30 years is 80%. The Nankai Trough Earthquake Information System is now in operation, and we are living in an era in which an earthquake could occur at any time. In addition to understanding the mechanisms of earthquakes and tsunamis, we will explore ways to mitigate damage and achieve sustainable recovery in the affected areas by responding appropriately when a disaster strikes.
Climate Change
Due to climate change, water-related disasters caused by heavy rainfall are increasing in frequency and intensity not only in Japan but also around the world. In order to prevent damage, a multifaceted approach is required that includes not only hard measures such as levees, but also land use regulations in areas that are expected to be inundated, housing arrangements, and evacuation measures when the risk of flooding increases. This session will consider not only how to prevent damage, but also how to coexist with risk.
International Disaster Prevention
Japan is prone to frequent natural disasters, but globally, Asia also suffers much human and economic damage caused by natural disasters, and it is thus necessary to promote disaster mitigation throughout the region as a whole. HAT Kobe, where the graduate school is located, is home to various international organizations such as the United Nations Disaster Reduction and Recovery Research Organization (UNDRR), Asian Disaster Reduction Center, Asia-Pacific Network for Global Change Research (APN), Japan International Cooperation Agency (JICA) and WHO Kobe Center. In collaboration with these institutions, we will conduct world-leading research on disaster mitigation and recovery.
