19th Urgent Message from our President: Targeted And Stricter Measures To Prevent the Spread Of COVID-19 Have Been Lifted, But Don’t Be Complacent!

The targeted and stricter measures to prevent the spread of COVID-19 implemented in Hyogo Prefecture have been lifted since July 12. However, the disease is far from over; those measures remain in force in Osaka, and a fourth state of emergency has been declared in Tokyo, which must now host the Olympics and Paralympics under state-of-emergency constrictions. With the world’s attention fixed on Japan, our daily lives and our efforts to counter COVID-19 will likely make the news around the world just as much as the Olympics.

Now is the time for us to send a clear message about Japan’s determination to halt the spread of COVID-19. As part of that, it is vital for the youth demographic—students, in particular—to demonstrate thoughtful, moderate day-to-day behavior. For that reason, in this time when we are all seeking the light at the end of the tunnel, I urge you all to act sensibly.

Meanwhile, as first semester classes approach their end, and exams and summer holidays draw nearer, they do so in a time of turmoil, not only with the COVID-19, but all the noise surrounding the Olympics and Paralympics. I hope you will not let these events distract you from your studies, and will use danger of COVID-19 as an excuse to stay home, concentrate on your work, and thereby grow your knowledge and skills. I hope you will recognize that this may be an ideal opportunity to achieve great improvements in your academic abilities, and that this will allow you to score highly on your upcoming exams.

The nation is racing to vaccinate the population before the delta variant takes hold, so there is no room to relax your vigilance over the summer break. The government’s advisory panel on COVID-19 has advised that complacency may lead to a fifth wave of infections. Although the vaccination roll-out is gaining speed across the country, we are beginning to see some confusion surrounding workplace vaccinations and group vaccinations, perhaps because of the hasty expansion of eligibility for vaccination. For example, here at the University of Hyogo, in our eagerness to have our students vaccinated as soon as possible, we initially planned to hold the first vaccination on July 10, a date determined through communication with the Ministry of Education, Culture, Sports, Science and Technology. As it turned out, though, the vaccines could not be supplied by that date and we have had to postpone—much to your inconvenience.

There is no doubt that vaccination is the key to stop the spread of COVID-19; the more people in the country are vaccinated, the more effectively individuals are protected and the closer society gets to herd immunity. We still plan to hold vaccinations here at our university, and we intend to provide broad opportunities for students to be vaccinated. If you are able to undergo vaccination and wish to do so, I heartily recommend that you get your shots, either via the university’s program or those provided by your local community. Your possibility to enjoy the full student experience—on campus, together with fellow students, studying and participating in club activities without restriction—is on the line.

To prevent a resurgence in case numbers, we decided not to make any change to the advisory level under the university’s Business Continuity Plan even after the targeted and stricter measures to prevent the spread of COVID-19 were lifted in Hyogo on July 12.Thus, as you go about your in-person classes and extracurricular activities, we need each and every one of you to remain vigilant against COVID-19, to recognize that your actions affect all people around you—not just yourself—and to comply with instructions while on campus. Please pay careful attention to the specifics regarding schools’ operations posted in the Universal Passport and on schools’ websites.

As always, I urge you to act sensibly and with moderation, as is appropriate for a student of an institution of higher learning.
